L'ONG "AMES" a developpé plusieurs activités d'ou il suit que le constat déplorable à faire est celui de l'illétrisme et de l'ignorance qui s'accroit.
Dans le souci de mettre fin à ce phénomène , il a conçu le présent projet dont la version anglais suit.

STOP IGNORANCE

PART I / Prologue

One day, a man was passing by the main road of a village. He saw a young girl of 15 years old at the window of a house. In fact the girl was hiding herself outside the house, under the window ; while some times, she used to look briefly through the window. The man looking at the young girl named Adjoa very carefully. He paid a great attention to the girl. “What is she doing there?” The man asked himself. Walking toward Adjoa, the man concluded that the girl was a little street girl. But what will a street girl been doing under a window ?

Without the specific answer, the man finally came to the girl. “What are you doing here ?” he asked the girl. “Nothing” The girl answered. But the man was not satisfied of this kind of answer, so he said : “surely, you are a pickpocket. Come and I will take you to the owner of this house. I will tell them how far you are trying to jump through the window to steal the money in the house. ” The poor girl started crying. Adjoa was trying to explain to the man what she was doing there, but the man was so sure of his version of the facts, as far as he kept going with the girl’s hand in his hand.

He took the girl to the people inside the house, and told them all that happened. The worst was that nobody in the house knew the girl. So they all after some slaps and violence took Adjoa to the Police station.

The policeman asked the girl what’s going on.
Adjoa answered with a sob that : “My mother’s name is Ana. My father’s name is Kuaku. My father died when I was in my mother’s womb. I was so burned fatherless. At the age of 3, I became motherless. My mother died after a serious malaria crisis. And finally I am from Soga’s village.”

So, what were you doing there under the window ?
“Humm ! ! ! since my childhood, I lived with my mother’s cousin. I’ve been treated like a house girl. They haven’t send me to school…”
To cut the story short, “I have never been advised or directed by anybody regarding her behave. She has never been told to do this and not that. In fact, she has missed the school education and the house one too. So her teenage years, she was looking for the one who can give her advices ; but never seen.”

She stopped her story and started crying one more time. All of the people were looking at her very pitifully. “What is she going to say ?” some of them were asking their selves.

Adjoa continued her tragedy with a lowest moral “So,… today, when I was passing by the road, I heard a woman advising her daughter. She was teaching her the normal way life ought to be taken. When I heard that, I said to myself. This is a privilege for me. Then I hided myself under the window of the room where the scene was going on, so that I can hear the mother very clearly. That’s what I was doing when the man here came and catch me as a pickpocket. I tried to explain… but he wasn’t ready to hear me…” she ended her story with a sob.

All of the people there were shocked, graved…

This story can teach all of us the meaning of the CARE we have to take for our children, we as parents. This can be the way we all understand the necessity of the Home and School’s education in the life of a generation.

We are all here today to talk about : How to CARE of Children in our communities. Because these today’s children will be the old parents of tomorrow. How are we building this great future in front of us.
Are we doing it through violence(in all means), sexual abuses, analphabetism etc.

Surely not !
While culture, school and house educations, social life are going to the lowest level nowadays, it’s a responsibility of each one of us to be the stakeholders of our generation. So we will be the great Hero of tomorrow.

We can all be hero, our ways. But the best way to be hero is not via terrorism, arm robbing, prostitution, violence, etc.
The true HERO is the one that marked his Generation and the future one.

PART II / QUOTATIONS

To achieve this goal, there are many ways. We can say (under reserve) that every way lead to Roma.

The Angels Messengers “A.MES.” Organization has taken one of the ways to support what children means. We decided to PROMOTE the CHILDREN SCHOOL EDUCATION.
From here, was born the Project call “STOP IGNORANCE”.

1. Lors d’un récent colloque aux quartiers généraux de l’Union africaine à Addis Abeba, en Éthiopie, organisée par Le Forum pour des politiques concernant l’enfant africain (The African Child Policy Forum – www.africanchildforum.org), une jeune ONG, la première en Afrique à promouvoir une action concertée pour le bien-être des enfants africains, le Canadien Stephen Lewis, Envoyé spécial des Nations unies pour le VIH/Sida en Afrique, faisait part de ses graves inquiétudes aux conférenciers :
« Alors que le Conseil de sécurité semble préoccupé à un niveau obsessionnel par ce qui se passe en Irak » - à la fin de 2005, 225 milliards $ US auront été dépensés pour la lutte contre le terrorisme – « il ne peut se résoudre à appliquer ses propres règles qui concernent les enfants. Aucune sanction financière, économique ni aucun embargo sur les armes légères n’ont été adoptés pour protéger les enfants ... L’Afrique fait face à une crise historique sans précédent avec ses quelque 14 millions d’orphelins du sida i.e. 70 % de tous les orphelins nés de cette pandémie, souvent frères et sœurs qui doivent compter sur eux-mêmes pour subvenir à leurs besoins. On prévoit qu’en 2010, leur nombre sera de 25 millions... »

Dans cette partie du continent africain, seulement 55 % des enfants fréquentent l’école primaire et plus de 40 % des enfants âgés de 10 à 14 ans travaillent. Ces données effarantes expliquent le consensus auquel sont parvenus les participants à ce colloque sur l’enfant africain et la famille: il y a urgence, nous nous devons d’agir concrètement et immédiatement.

2. SAO PAULO, 17 juin 2004 (CNUCED) -- "La Conférence des Nations Unies pour le commerce et le développement dispose de connaissances et de compétences en matière de technologies de l'information et de communication qu'elle souhaite mettre au service des pays en développement pour leur permettre de combler le fossé numérique. Ce fossé les empêche encore de participer pleinement à l'économie de la connaissance dont les fruits sont générés par le commerce électronique", a déclaré ce matin Rubens Ricupero, Secrétaire général de la CNUCED en ouvrant une table ronde sur le partenariat pour l'information et le savoir au service du développement.
3. Ils sont entre 300 000 et 500 000 enfants à combattre tous les jours. La guerre a fait d’eux des soldats, la plupart ont moins de 16 ans, et lorsque vous pensez aller en cours, à la piscine ou discuter avec des amis, leur vie à eux c’est d’être aide de camp [garçon à tout faire], bombe humaine ou coupeurs de bras. Les conditions de ces enfants sont souvent très misérables, en général, ce sont lors des guerres civiles qu’ils se font enrôler [engager], ils essaient alors de mieux vivre en se faisant « protéger » par des bandes armées.

Aujourd’hui beaucoup d’associations humanitaires comme l’Unicef ou handicap international aident ces enfants soldats à redevenir des enfants, qu’ils puissent retourner à l’école et parfois retrouver leur famille...

4. Constance : Là-bas il y a des filles de notre âge (15 à 16 ans) qui sont enceintes. C’est ça qui m’a le plus touchée, c’est de voir des choses comme ça qui arrivent à des enfants de notre âge. On a franchement de la chance d’être en France.
5. Françoise : Ce qui m’a choqué c’est que certains des enfants qui étaient au centre avaient pour but de retourner dans l’armée. Quand ils se battaient, ils avaient une arme, de la puissance et c’est dur pour eux de respecter maintenant les règles du centre.

PART III / OVERVIEW

Looking at all these reactions of these Leaders of our Time, we can say that our view of the problem is not wrong.

Like all African communities, especially togolese society faces many challenges against which various initiatives are taken here and there.
Since the beginning of the democratization process in the beginning of the years 1990, Togo is passing through a political crisis which has so many effects on the people. This situation which lead to the decrease on the living standard of the entire togolese communities has so many effect, especially on children and youths.

It is seems like they had no voice neither to give their opinion nor to make proposal for their situation to be better. As a result and because their economical power is getting more and more worst they are exposed to plagues like HIV/AIDS, Social conflict, Analphabetism, increasing of Street Child number, Drug addiction, Illiteracy…

Concerning all these issues , the voices which are often heard is only the one of Adults and Politicians who are less concerned. Because of this, meetings and initiatives are taking here and there, but they are not solving the problem itself.

Most of the time, organizations and associations use to stay in their offices, and shout about the problem. So they start taking resolutions and initiatives to reduce this and that. But who can better describe a room more than the one inside it ?
It is high time we make a step to the inside of the rural communities and let’s talk with them about themselves regarding the issues they are facing and the solution they will have provided to their problems.

Giving the opportunity to the Children and Youths to find out the right solution to their problem, is the purpose of the present project entitled “STOP IGNORANCE”. In these period of globalization, technology development in general and Educational progress in particular to reach this purpose.

This project in planned in the context of the Children’s Education, especially the girls education (a veritable problem in our rural communities) and the professional engagement of youths ; in according to the objectives of the Froncophonie, the UNESCO which, both aim at improving the education and living standard of youths and children.


PART IV / THE PROJECT
(Problem Statement, Description and Objectives)

Problem Statment.

« I am qualify for my Bachelor degree, but I am with the parents at home. I can’t continue the university because my parents don’t have the abilities… »

« I know that I can’t go far in my school educations. After my promary degree certificate, I will go and learn a job. Because I am a fatherless and motherless child, so there is noone to support my study… »

« No, I am not going to school actually. Because I am a girl ! my mother told me that the place a girl is with her mother in the kitchen and in the farm. … »

« …I would like to write and read like many people did, but I can’t ; because I didn’t get the chance to be at school. My parents didn’t mind that…»
These four testimonies are from different persons in some villages of the VO province in the Est side of the Maritime Region of TOGO.

Marked by these kind of testimonies, the members of Executif Committee of the Association named Anges Messagers “A.MES.” (Angels Messengers) has submitted to the General Assembly of the Association a Request of Social Assistance in Educaltional and Professional area in the cibled region (Localities of Vo-Nord).

Since then, a commission of 6 persons was sent on the field to check out the well based of this request and the probable ways to solve the problem. The commission was well equipped for 6 months mission in the region.
At the end of this periode, the commission came back with a great repport stating about the imergency of a social action in the Educational and Professionnal area amoing the children and youths of this part of world. Let’s see some of the points of this repport :

  • There are few girls going to school ; only 18 % of the students are girls.
  • The Youths can’t hold their own destiny. They always hope that somebody will come from outside to solve their problem. This fact is the motor of the Jobless, the analphabetism, juvenile delinquency etc.

  • Almost 60% of the lettered youths have are only qualify of the Primary Degree Certificate (C.E.P.D.). We use to say that the Illetered person is a social emptiness ; but the half lettered person is an social handicap. Because the half lettered person always think that he knows every thing, indeed he knows nothing. We can then said that the youths in this region are guided by badly sighted persons.

  • The communities are cut of the external world. They are without news, new technologies (radio, television, Internet, news, books), etc.

  • Even those who are going to school don’t have a specific goal for their education.

  • Parents are not able to pay the school uniform to the children, so they are going to the school in tatters.

    Faced to this repport, the Association “A.MES.” can’t keep quiet. The General Assemblee, guided by the Executive Comitee, have PLANED a PROJECT called “Stop Ignorance”. This tittle is issued of the way the populations are living these facts and remain powerless to improve some changments. This project is to stakehold the problem of the Ignorance ( in all social area) inside the communities.

    2. Description

    The Prjoject “STOP IGNORANCE” will cover a periode of 11 months. It will be developed in 3 villages (Kologo – Gagnon, Yohonou and Gbavé) in the Estern Sub-region of Vo Province in TOGO.

    The main points of the Project :
    Ø Sensibilisationof the local authorities (villages chiefs and schools Directors).
    Ø Sensibilisation of Parents.
    Ø Meetings with students (children and youths).
    Ø Organisation of cultural and sport activities.
    Ø Establisment of the administration’s leaders team.
    Ø Support to the students (books, exercice books, pens, pencils, school bag, school uniform and subvention on scholarship of 225 students).
    Ø Dispensing of unpaid private coaching session, for the student for Primary to College.
    Ø Technical fellowship.

    2.1. When the project will it be operational ?
    Date : 12th August 2004.

    3. Objectives and Motors
    3.1. Objectives.

  • Make the children & youths sensitives to the well funded of the school education.
  • Encourage the students to continue their study (morally, financially and materially).
  • Help the students who have the desire to continue the school, but have been stopped by the lack of means.
  • Make parents sensitives to the outcoming of the project, so that they can join their hands with us in this battle against “Ignorance”, through holding their personal responsibility regarding the education of the children.
  • Help the teachers to raise their vision above the economic crisis in the country ; so that, they can be involved in the education of the children and youths.
  • Make a call to the consciousness of youths for the own holding of reponsability personally and locally.

    This project will be developed in the school context and will be hold by the local human resources.

    3.2. How will the project reach the stated objectives ?

    Through :
  • The changment of philosophy of the population regarding the school education in general, and the girls education in Particular.
  • The consciousness of parents, teachers and the students themselves.
  • The fact that the students realize that they are no more alone forsaken to their destiny, will be a source of confort and motivation for their educational development.
  • The Social support given through this project will create and develop a weather of psychological peace, and increase the intellectual level of the students.

    The population will then take conscious of their potentials, so they can work on it.

    4. Expertise and Results.

    4.1. How is the project Exceptional ?

    The project “STOP IGNORANCE” is exceptional according to his Strategies, Objectives and Results.
    In Togo since the political crisis, which become finally economic, the educational level is day after day going lowest.

    All the people are talking about this. But none of them can stakeholde. Above all, the population knows that once the will be engaged in this area, there will be nobody to support them, even the government. We all know that because of the economic crisis, the togolese public authority can’t give the necessary support.
    Those who can try to engage themselves, after starting wait for help from other country to continue their activites.

    But “Anges Messagers”said to himself that it’s time to show that we solve our own problem. We don’t have to wait for any body to come and do it on our behalf. We are best placed to wash our room. It’s time for the youths to realize that we have a great responsibility regarding our community. We have to be autosuffissiant. The number of student the project cover determine his specificness.
    “Anges Messagers” and this rural communities are gethering as one under the same banner “STOP IGNORANCE”.

    4.2. RESULTS

  • We will consecrate 60% of our financial and material assistance to the girls education. Through this after 6 months of execution of the project, the number of girls in the school will increase of 20%.
  • Through our campaigns of informations : explaining to the people their potentials, distribution of books, organizing students sightseeing trip, etc. After 8 months of execution of the project, 75% of the Children and Youths of the cibled population will be conscious and hold their own destiny without waiting for the external help.
  • The project will assist 30 youths to apprentiship. These youths will become the Youths Professionnal in their community. This assistance will be for the youths who have stopped school and have nothing to do, so they are jobless with his consequences (Prostitution, Juvenile delequency, drog, ect.). It will be a source of encouragement for the other youths in these communities, to take the road to work. In doing all these things, we can find that after 9 months of execution of the project, the number of youths leaving the villages to the tawn every day will reduce of 50%.
  • The parents will no more hesitate to make all the possible sacrifices to have their children well educated.

    Above all these results, we will see that in these communities, there will be a wide opening of people to the external world and the new technologies : Radion, Television, Telephones, Computer and Internet etc.

    PART V / CHRONOLOGY

    The “STOP IGNORANCE” project will be established in various stage.
    Once we will get the support of a donor, these are the steps that the project will follow :

    INTRODUCTION
    First Month (August)
    Consultation with different partners involved in the preparation of the project.
    Consultation with the Local authorities (villages Chief, School Director,
    teachers, Parents etc.)
    Establishment of the directive board (after 2 days seminar) in the different
    villages.
    Survey, and collection of needy children & youth’s names.
    Organization of Sportive and Cultural parties.

    STARTING
    Second Month (September)

    First contact with the needy children and they parents.
    First Support act (Distribution of books, exercice books, pens, uniforms etc.)

    Subvention on the schoolship of 75 students

    Campaign in schools and public places, information from house to house.
    Subvention on schoolship of 45 students.
    Starting of the private coaching sessions.
    Evaluation of the number of the scucceded students at the First term examination.

    Seventh to Eighth Month ( February to Mach)

    Campaign in schools and public places, information from house to house.
    Evaluation of the number of students in classes (girls and boys).
    Evaluation of the number of the succeded students at the second term examination.

    Nineth to Tenth (April to May)

    Excursion of the Student.
    Campaign in schools and public places, information from house to house.
    Support to 30 youths (of the differents villages) in apprenticeship.
    Intensification of the Private coaching sessions (pre-exams periode).

    Closing
    Eleventh Month (June)

    Evaluation of the final number of students succeded at their yearly exam (girls and boys).
    Evaluation of the other results.

    Technical Follow up
    Twelth Month (July)

    Meetings with all the local authorities, the Students parents, the students and the youths of the locality, and the Partners of “Anges Messagers”.
    Organization of Sportive and Cultural parties.
    Presentation of the Global repport of the Project.

    Post experimental phase of the project :
    Next Years

    The project will in the next years cover all the province of Vo. And promote the integration of the new technology uses. It will also take care of many youths in professional area, and then promote the social development of the communities

    PART VI / ADMINISTRATION AND MANAGEMENT

    The project will be managed and administrated by the staff of “Anges Messagers”. However , there will be a Special Project Coordinator who will be giving frequent report to the Executif Board of “Anges Messagers”.

    The human resources that will be used by the project is : The Director of each one of the school in the beneficiaries villages ; Tree Teachers from each school ; Two

    Delegates of the student’s Parents council from each school ; One of the village notables, standing in behalf of the Chief.

    They will also be in charge of the local contacts and informations, the lessons coaching session, and the organization of the Cultural & Sporitve show.

    Recapitulation of the human ressource :

    a. Anges Messagers

    The Special Project Coodinator = 01

    TOTAL of Leaders form the 3 villages : 07 x 3 = 21 persons.

    The General TOTAL of the persons of the Administration : 30 persons (09 + 21).

    Each village’s local committee will be Directed by :
  • A Général Secretary (in charge of the local activities Repports, and the coordination of the local board’s activity).

  • Two Counselors (they are working together with the General Secretary in developing a labour weather among the board. They give advices for the board’s activity, and are taking place in the board as resource men, wise men. They can also direct the local board committee when the General Secretary is absent…).

    This board will been working locally under the administration of the “Anges Messagers” ’s Staff.

    These different boards will be made of youths and old men & women.

    PART VII / SUPPLEMENTARY INFORMATION

    7.1. Technical Fellowship of the Project.

    The project “Stop Ignorance” is a project responding to the needs of the beneficiaries through his regular Workshops organized by both parties (Anges Messagers & the beneficiaries). These workshop are used as time of reflections giving this way some special progress to the project.

    The project will be executed together by the carriers and the beneficiaries. This kind of unity is the main strength of the project to reach it goal. Especially, the great result is obtain through the sensibilisation campain organized with the youth and the parents.

    It’s after this fact, that comes the social assistance which is a way to give a fuel the project.

    This project has as goal the promotion of the equality between sex. The project is not only trying to promote the Ememcipation of the women ; but it’s a way to promote the equality between sex, ages, social classes among the beneficiary population. Because the region of VO is one of the most populated one in TOGO. But even though there are so many children, the education of the girls is very neglected and this is the only way to explain the necessity of the feminine school education to parents, and to promote this education in the rural regions.

    Less than 20% of the women in this region can read or write. Almost 40% girls are instructed. “a girl to school, it’s no mean ! a girl is made for kitchen, farm, market etc. but never to school.”
    Eventhough our todays societies are more civilized, this philosophy still in minds and has a great effect upon the life of the rural communities in this region.

    Stop Ignorance, ought to be through his campaigns and workshop with youths and parents, a special way to assist children and youths ; then to promote the school education.

    When all these are done, we will just need at least 3 years to work hard. After this, we can congratulate ourselvers of having an intellectual youth and a rural population delivered from ignorance.

    Together, cancel the Ignorance, and let’s give chance to knowledge and instruction to be installed.
